I'm using pfSense to try for some fairness in sharing a DSL connection
for a 78 unit apartment building. I've got one resident doing
something that creates periods of heavy upload that run the latency up
into the 200-600+ range.
I've had the Traffic Shaper running for a while with settings from the
wizard. Since the problems started with this one resident, I tried
creating a couple queues and rules to throttle her down to such low
usage that she would be unable to create any significant latency on
the connection. However, the rules don't seem to be enforced as she
is still getting all the bandwidth she wants.
These are the pertinent rules. I have them placed at the very top of the list.

Do I have something set wrong? Any pointers would be much appreciated.
