not necessarily, but you'd have to choose your ISPs carefully to ensure
that they used disparate routing, if one were BT, the other would have
to be a provider who'd unbundled the exchange, but even then there's a
good chance they'd still use BT somewhere in their network.

if you want resilience, ADSL is not the right product, it's a consumer
product and specifically set up as such by BT.

your best bet is a leased line with ADSL backup; however, in some areas
SDSL can be bought with similar quality levels to a leased line for a
reasonable price - e.g. Redstone.

I use newnet.co.uk as my ISP - static IP for free, decent data allowance
per month, reasonable price, good service. I use a cheapo adsl modem in
"half bridge" aka zero IP bridge which essentially allows my linux
firewall to get a real IP address. I then use siproxd  and other
techniques to allow VOIP phones to work on the internal RFC1918 addresses.
