The 2nd box only needs to do a 1-1 NAT so that pf sees the 2nd IP on another
network (a different gateway) and all is well? I do have 3 interfaces total
already (LAN, WAN, WAN2)

You'll need another box to handle the WAN2.  Can't have two nics on
the same network, nor can you do multi-wan on one nic :)
