The file is out of date see http://www.cymru.com/Documents/bogon-list.html
and http://www.cymru.com/Documents/bogon-bn-nonagg.txt

There is a cron job that should update the list monthly
run /etc/rc.update_bogons.sh by hand and check if the list  is OK
then.
