Definitely a bug in the upgrade, let us know which version you upgraded
from.
To fix it, SSH in and run vipw. Add the following line if not already
there:
_dhcp:*:65:65::0:0:dhcp programs:/var/empty:/usr/sbin/nologin
also add the following line to /etc/group
_dhcp:*:65:
