Very much, if it's really a 1.3 image you're talking about. There are RELENG_1 images (will be 1.3) on the snapshot server, but they're for developers only and have a big WARNING file telling others to not use them.
RELENG_1_2 snapshots are 1.2RC3 pre-release. This is the only version that non-developers should be using.
