Easiest change would be to change the startup command in
/usr/local/pkg/routed/routed.inc on line 98 from:
       mwexec("/sbin/routed");
to
       mwexec("/sbin/routed -g");

Following the advice in the man page for routed
http://www.freebsd.org/cgi/man.cgi?query=routed&apropos=0&sektion=0&manpath=FreeBSD+6.2-RELEASE&format=html
would be better, but the gateways file is dynamically generated by the
setting screen.  Feel free to submit a patch that makes the
recommended way work.
