The following snippet includes the ONLY instance of <media> in my entire
/conf/config.xml file (I removed the other already).

Yet the error remains.

There error you are seeing needs config.xml surgery.
First backup your config.xml via the Backup/Restore area.
Use diagnostics -> edit file to edit /conf/config.xml
Locate <media>.....</media> that occurs twice inside one xml block.
Or if you are in a hurry and just need to get back up delete every
occurance of <media>....</media>
Afterwards reboot the system.
