As long as you have one endpoint that has a fixed IP, you can make it work. You just configure the fixed endpoint to support "mobile clients", then configure the dynamic endpoints to be clients (use aggressive mode, and user-supplied FQDN identifier instead of IP address).
The dynamic endpoints will have to initiate the connection, but once they're up, use the keep-alive feature to keep the tunnels up and running and you're golden.
