That does not need to be a VIP.

I don't see what I have messed up. What other information can I
provide you with?
I was primarily interested in how you were assigning IPs to clients, and
what kind of authentication (local, RADIUS, etc.). All those various
scenarios are very widely tested though.
Are you using the bge0 NIC on the LAN side? If not, what is it?
I have to wonder if it's a NIC driver quirk. If you use the exact same
config on a completely different piece of hardware with NICs using a
different driver, does it exhibit the same behavior?
