It's expected behavior. It tells you before you click apply changes
that it will reboot. If the CARP IPs are deleted from the system while
it's running, it kernel panics, so we have to force a reboot to remove
them until FreeBSD fixes that panic issue. Removing CARP IPs should
rarely be necessary so it's not a major issue, but we will remove that
when the panic is resolved in FreeBSD. It still does that in 7.0 as
well, unfortunately.
