There appears to be a problem with this tar file on some pfsense 1.2-RELEASE boxes (or at least on one of mine). The tar file was created by packing ".", not "*", and so contains paths with a leading "./". One pfsense here is unable to unpack that and installs an empty /etc/localtime. Repacking the tar with the leading "./" removed fixes the problem.
