There are no context-menu for the accounts dialog. You can join a chat from the 'Options -> Join Chat...' menu in the buddylist. You can press ctrl+o or F10 in the buddylist to bring up the menu. You can issue an IRC command only from an existing IRC conversation (chat or IM).
