Are the permissions on the file such that the user you're trying to run as can execute it?

If you try to run "C:\Program Files\Pidgin\pidgin.exe" directly instead of via the shortcut, does it work?

Just curious, and probably has nothing to do with the problem, but where
did you download Pidgin? From the Pidgin website or somewhere else?
