That's because you didn't follow the instructions exactly. You need to use the Download button in the top bar, then click on Windows, and use that download (it'll say "pidgin-2.7.0-offline.exe" as a filename) instead of the standard download you get when clicking on download on the main page. The main page download will still take you to the online installer that is currently not working.

No matter how many times I download the installer, I get the same "Error downloading the GTK+ Runtime" message. Could there be something wrong with the file provided on the website?

    As soon as I installed 2.7, I got an error message saying that
    the GTK could not be installed. When I tried canceling, the
    installation continued anyway. Now, whenever I try to run Pidgin,
    I get two messages back-to-back: the first says that
    libatk-1.0-0.dll cannot be found, then that the GTK was not
    installed correctly.
