No, you cannot simply drag and drop an entry from the buddy list into an
open IM window to start a chatroom. The only protocol for which that is a
natively supported operation is MSN.
For every other protocol a chatroom would have to be created and joined
(which cannot be automatically done for your buddies they can only be
invited).
It may be possible to drag and drop someone into a chatroom to invite them
to the room I don't recall.
