pidgin uses the format specified by your system's locale settings for the
time display by default, so the correct solution is to modify that to look
the way you want.
If, however, that isn't possible or reasonable then plugins (like the
Message Timestamp Formats plugin that ships with pidgin) can override the
formatting to be anything they would like.
