It does work within parts of the Microsoft email ecosystem, but that email system will also generate a recall message to, at least, tell other users that a recall was attempted. Surprisingly there seems to be no header that would allow a remote MS system to correlate it with the original.
(Actually, even with MS Exchange, for some reason nearly all recalls seemed to fail.)
