Alejandro, oh, gosh, I've got it backwards.
Well, not with pidgin native tools, but you can do it. What you need, is
to create a symlink for all Windows accounts that would point to a
single pidgin configuration directory. Probably, you'll also want to set
a small script to run every time a new Windows user is created, which
would create the symlink for that new user.

Each user has their own profile and user account.
If you want this to be the same, you have use a general login account
for all users to use.
You can set up the Pidgin, and copy the “profile template” to the
“Default” profile, and hope that it will populate to each new user
account, but I have not proven this with the new Windoz v10 yet.
