You can't sign up to Pidgin as it is something that you use to access the service, not the service itself. You need to contact the people that run the service you are trying to access, at a guess, your IT department.
Pidgin simply passes the account details you provide to the service that you specify. It has nothing to do with determining whether those details allow you access to that service.
(If you are an Oracle employee, trying to use their service, we know of a URL which allows Oracle insiders to get more information.)
