Hi there, What type of protocol is it that you're seeing this behaviour on?
If it's XMPP it can just be part of the way the protocol works, depending on the type of chat room. The people in the room list are indeed in the room, but if they're not advertising their "raw jid" and instead use the server to specify their own username wihin the group, or if they are being 'anonymous', then they won't be showing any status.
