The <ref>s in the Wikipedia article include the following two images which may help with speaker vectors: http://www.nhk.or.jp/digital/en/superhivision/img/fig05.gif http://www.nhk.or.jp/digital/shv/shv/img/speaker.jpg Also, Gavin Kearney described one AES preprint which gave the channel ordering. Previously, Eric Benjamin gave details of another AES preprint from 2004: Title: Advanced Multichannel Audio Systems with Superior Impression of Presence and Reality Preprint Number: 6053 Convention: 116 (May 2004) Authors: Hamasaki, Kimio; Nishiguchi, Toshiyuki; Hiyama, Koichiro; Ono, Kazuho Perhaps that contains the speaker vectors. As for trying it out, a report on IBC 2008 said that NHK is collaborating in the "Broadcast Technology Futures Group" with the BBC and Italy's RAI. If you know somebody from the BBC, perhaps they can help.
