This is an example of a more general problem;
how to control the downmixing of multi-channel
sound files into stereo.  I proposed a solution,
similar to the Replay Gain standard, to the
Xiph crowd in March 2011 but got no interest.
To show what I had in mind, I created a draft

As most listening to audio downloads appears
to take place on stereo players using ear buds,
the need for this looks like a "no brainer" to
me.
