If you use horizontal only HOA panned sources and separate 1st order
with height from a SF mic then using two decoders is the correct 
procedure. They could share some speakers, but in this case little
will be gained by doing that.

It would be possible to combine them into a single Ambdec preset, but
if the HOA part is horizontal only this would reduce the quality of 
reproduction of that part - the decoder would use the cube speakers
as well for horizontal sounds. The only way to avoid that would be to
use 3D panning. In that case the combination of an octagon could
support up to second order vertically, but not really very well. In
fact it would be 3h1p system, not 3h1v. And in any case it would be
a compromise between the HOA and the soundfield content, since the
decoding for these has to be different.

I can do that, but then I need the exact layout of your rig, and some
idea of *how* you will use it (order, and if you want 3D for the panned
sources). 

If you want a full 3D second order system using the same number of speakers
you could have 3 rings: 6 speakers at ear level and two rings of 5 above
and below. For third order you need at least 6 + 8 + 6, i.e. 4 more speakers.
