Sort of:

the purpose of ambisonic encoding is to enable any given stream or file to be decoded into different speaker arrays;

the purpose of the AMB format is to provide a standardised container (complete with file extension :-)) for B-Format streams (using FuMa encoding), and to disambiguate those files from other multi-channel PCM soundfiles. AMB supports up to full 3rd order (16 channels).
