I have no experience with any of the tools. I know YouTube can also do panoramic video with 1st order Ambisonics, although I don't know if only on video or also live streamed. However, the recently presented HOAST project was working on making also higher orders available. In their AES Vienna paper they write that they are working on live streaming.
