No - part of Linux's bootup sequence involves running a fsck check on the root
partition, and fscking a read-write partition can cause problems... (Indeed, it
could actually *really* fsck it...)  Therefore, the kernel should mount the
root partition as read-only, run fsck and the remount it read-write.

For a UMSDOS filesystem all this is moot - they should always be mounted rw at
boot time.
