Dont know about just one file, but Nortons Utilities can wipe a disk

But if I were you, I wouldn't bother. If I remember correctly net
police mainly target people who sell ch|ld p*rn and are in any way
involved in pedophilia on the net. Unless you have reason to beleeve
that some police will burst into your house and take your PC.
