FWIW, Spam is *not* UCE/UBE [unsolicitied commercial e-mail/unsolicited
bulk e-mail].

Why the 800# instead of the "remove" list?

Different source of income for the UCErs.

When you reply to a "remove" address, your verified e-dress can then be
sold at a much higher price to other/potential UBErs than can
unconfirmed e-dresses.

When you call an 800#, your phone number is automatically listed on
their phone bill.

Not every business person is stupid enough to believe the lies about
"internet mailings" and some know such activity can get them kicked off
their ISP.

But AFAIK it is not illegal to do telemarketing anywhere in these united
states of confusion ...

Thus an 800# "remove list" can be sold as valid telephone numbers for
those cretins who always call when you're sleeping in or in the middle
of dinner.
