W98 runs on DOS just like W95.  W95/98 have special features added to
their DOS box windows, especially longfile name support, which their
pure DOS underlay doesn't have, unless you use another type of DOS such
as PCDOS or DRDOS.  IBM has been using PCDOS for its W95 machines for
quite some time.  Just check out any Thinkpad.
