Some months ago, someone here discussed a utility named 'View',
available at mdrury.hypermart.net. There is a text version of his
website there, also, but I don't remember the URL extension.

>From the docs:
-------------------------
VIEW is a file viewing utility for DOS.

It allows you to view and print files in the following formats:

   - Wordperfect versions 5.0 to 7.0
   - Word for Windows versions 1.0 to 6.0, and 97
   - Word for DOS
   - Ami Pro
   - Wordstar
   - Windows Write
   - Windows Notepad (which uses the ANSI character set)
   - Microsoft Publisher
   - Rich Text Format (RTF)
   - ASCII files
   - ANSI files
   - UNIX files
   - World Wide Web HTML tagged files
   - ClarisWorks (basic support only)
------------------

I decided to try it so I downloaded it.

It can be run in 2 main modes: Interactive, which displays a list of
files on the screen, with full drive/path navigation support, from
which you can dynamically pick files to view, delete, etc. The 2nd
mode is batch, where you can type 'View inputfile.ext output.ext'
which directly converts a file to another file. Unfortunately, on my
Tandy XT-clone, only the 2nd mode worked. I told Malcolm Drury this
(the author), and he and I exchanged many emails and test versions,
etc., and he has fixed it. It turned out that the prior version of
View included function calls that can only be used by PC's with
extended (101, 102 key?) keyboards. It didn't work on the older PC/XT
style (88 keys). The new version does. He says he has either put it
up on his website, or will shortly. I'd wait a few days, since I just
beta-tested it and gave him the results yesterday.

It's pretty nice. It's perfect for decoding those html or Word 97
emails some knuckleheads send me. Also, for blind users, there is
extensive support for 'talker' software.

He also wrote a very powerful directory management utility named
'DDir', which is available at his site also. It has also been
enhanced to be useable on older keyboards. I believe that DDir also
can directly uuencode and uudecode files interactively.

I recommend you give 'em both a try.
