BIG BROTHER BACKS DOWN
                In the face of mounting criticism, the Clinton
                administration has retreated from a plan to track
                hacking on private-sector networks. The proposed
                Federal Intrusion Detection Network (or Fidnet) has
                been in the works for at least a year. The retreat
                failed to ease fears of civil libertarians, who say this
                type of plan is ripe for Orwellian abuse.
