Some e-commercant *already* do it.  At least something like it,
and even worst: the ads appear most of the time!  A good example
is FreePC.  It loaded with cca. 2 GB of banner ads that displayed
sequentially by an OS (win 9x) plugin.  For those of you who don't
know yet, FreePC is a (brand new) PC giveaway project, paid by
advertisers.  Another examples are Netzero and Tritium -- both are
free ISPs -- they using a propetiary browser (again, win 9x-based)
wich filled some part of your screen with sequenced ads.
