You must remember that DOS means Disk Operating System. Its primary
reason for existence is to make the computer recognize floppy drives. It
evolved
into memory management thanks to the LIM Standards, but BIOS remains the
champion as the primary "OS".
And, yes, some TSR's remain in memory initializing from DOS.
