(1) I suspect each one of these files corresponds to one installation floppy. Try either decompressing each file onto a separate floppy, or at least into a separate subdirectory, say c:\msss\disk1 and so on. SETUP.EXE is the standard name for Win 3.1 install programs, and I'll bet you'll find that in the first file/first disk. The files that end with _ are all compressed files, but SETUP.EXE should decompress them as part of the install process. De> I then ran SETUP.EXE but it does not install anything, errors and De> exits. When I select SETUP.EXE, it says that it cannot find De> WSETUP.EXE. That's because it's truncated, so I renamed WSETUP.EX_ to De> WSETUP.EXE to help it along, but that didn't work and SETUP.EXE De> cleared the install screen, exited and returned back to Windows. Renaming the file won't help. It's compressed, and you need to EXPAND it. But again, SETUP.exe will usually EXPAND stuff on the fly, as needed.
