Oops - me thinks that you can do Telnet this way only with a *direct*
telcephone link/dial-in to a telnet offering server -

- which would not be the case with most IAP/ISP (and their local
dial-in oints) operating to-day. There you need PPP (and the TCP/IP
socket).
