Yes, I have the idea that you are trying to use an XT keyboard on an
AT machine.  That will definitely not work.  Some keyboards have a
little switch on the underside that will permit the user to select
either XT or AT, depending on what type of computer he is using.
These are the best kind, being dual-purpose.
