(the German) but rather the US (and UK, BTW) banking system and the
inexistence of a decent public service of the kind of (European, even
African) postal accounts in the US.  I had the case of a US commercial
bank asking 32 US$ (yes, thirty-two $$$) fees to cash a cheque over 6.80
U$ from an "alien" (i.e., non-US) source, to a US beneficiary.

German Postbank did, until not so long time ago, accept to effectuate
a money order to the US - if one insisted - and asked about DEM 30 (at
the time about 20 U$) for fees, if fees were on account of the sender;
knowing that both the own customer would get angry and the receiving
party even more (such orders took ages to travel, and even with fees
paid often would be subject to US banking fees nevertheless - with
endless hassle for both sides).
This in contrast to a 1 DEM (.60 U$) fee and four days delivery to the
rest of the world (well, except the UK).

For once, those Postbank bureaucrats seem to have done a wise thing to
stop it alltogether.
