ViM does this:
You'll need either
ftp://ftp.simtel.net:21/pub/simtelnet/msdos/editor/vim53d16.zip (the
16-bit DOS binaries) *OR*
ftp://ftp.simtel.net:21/pub/simtelnet/msdos/editor/vim53d32.zip (32-bit
DOS binaries)
With either, you'll also need:
ftp://ftp.simtel.net:21/pub/simtelnet/msdos/editor/vim53rt.zip (the
runtime files).
I think ElVis also does this, and there are non-VI editors that do it as
well. I can't recall them right now, but I'm sure someone will suggest
them.
