Some motherboards only accept SIMMs in certain combinations and banks - for
instance, my Gigabyte motherboard will take 2 4, 8, 16, 32 or 64Mb SIMMs in
bank 0, and 2 4, 8, 16 or 32Mb SIMMs in bank 1 as long as DIMM bank 0 is
empty.  Fitting a DIMM in bank 0 means SIMM bank 1 will only take up to 2 8
Mb SIMMs.  Maybe your motherboard has such limitations.
