I guess you're referring to Adobe's Acrobat reader.

There *is* a DOS version but it's very old and can't handle
any newer versions of PDF files... in other words, it's fairly
useless.  :(


HOWEVER... there is a brilliant program, ported from Linux, called
XPDF. Actually it's a set of utilities to convert a pdf file into
ascii text and to extract embedded gifs from pdf files.

It's not Acrobat but it does the job.
