However... to *really* complete the picture we could add that modems
approved for the UK (with a BABT "green-spot" sticker) can ONLY be
adjusted from 4s to 255s.  This is because of very old regulations
prohibiting a wait of less than 3.5s after dialling the exchange-line
access digit(s) (on a pbx) before dialling the rest of the number.
This was to allow the (old and slow) exchange equipment plenty of time
to see the line-sieze and allocate a dial-detect circuit to it.
