My guess is that BobCat or one of the other Lynx incarnations for DOS is your answer. I think I had Bobcat running on an XT with 512 kB some time back. But it might pay to do some research on the current state of real Lynx ports for DOS. There are some good features in modern Lynx (like building a page of all the links on a given page). Lynx doesn't really "do frames" well - it displays a set of links to each of the portions of the page. Many tables render poorly - although I suspect that's a design problem with the tables more than with Lynx, and of course no Java support. Even so, I use Lynx almost exclusively. And miss it when I am forced to go to a graphical browser because some designer made a 100% graphical page with no alt tags - sigh!
