Hi Karen:

There is a work-around that some crafty students and other smart folks
will resort to when they want to get telnet access on machines at libraries
and colleges that don't allow it.  There is available for download a
Java Applet being a Telnet program that can be installed on a web-site.
(I don't know the name of the URL where you can get this applet)  If
you want to use Telnet, you can do it simply by accessing a web-site
having this applet.  That is a good way to beat the system and get around
the rules.  It might depend on the interpretation of system administrators
as to whether the rules are being violated when one gets caught doing
things like this.  I would suppose some good arguments could be raised
to support either side of this issue.  I am not involved in web-site
development as a business pursuit.
