I see someone already suggested a piece of software capable of such things,
but have you tried both the Load and Run options in WIN.INI?
[Main]
Load=<IBMIC.EXE whatever>
Run=CLOCK.EXE
That should do as you wish, if I recall working with 3.1 all that time ago
(17 days ago, but I'm just back from a fortnight's holiday...) :)
