There is a ftp link to trtb01b.zip on tvdog's page. Also via http
at http://www.smashco.com/wattcp.asp. I found the latter site in
my search for the 1994 version of apps.zip, which contains ping,
finger, ntime, tcpinfo, etc.)
There is also a NCSA version (config.tel) of hopcheck (=traceroute)
and some other utilities, that come with the Port Elizabeth version
of NCSA Telnet at ftp://ftp.is.co.za/networking/pc/ncsa/tel23074.zip
All versions of Ka9q, including Yan, have a hop check command.
One of these days, I'll have to update the links on my dosppp page
with the links in my bookmark file. :-)

P.S. to Randy. Is there anyone else at the VCN that is interested
in DOS Internet apps? I seem to be the only one at the NCF using
this stuff.
