The OS and programs are very diffrent - can't take the risk of having the
OS crash so they can't run Windows ;-)
Nor should they use virtual memory, but DOS (or Linux) is still not a good
idea for an OS since they lack too much (QNX was released for free not long
ago and that's a much better choice since it is a RTOS).
