Linux does this (even a mini-Linux like tomsrtbt).

The package comes with 3 executables ready to run under DOS or in

ldir.exe list directories and files
lread.exe read and copy files from Linux to DOS
lwrite.exe copy files from DOS to Linux, delete Linux files
