Usually a chip for civil purpose works without problems from -40C upto
85C. Of course, if you touch it with your finger it is very hot (from 50)
, but this does not mean it is damaged.
Keep chips cold it is a way to longer their life, but it does not repair
them. A common and studied degenerative process bring chip damage by
junctions contamitation, this process runs quickly at high temperature. It
for sure overclocking short CPU life time.
As far I know the most common problem coming with heat is bad electrical
contact because metals enlarge with heat and this affects bad solders.
