Unloading TSRs can be a messy business. There's an
excellent utility available for managing and unloading TSRs
available from garbo. It might be interesting to see if
using it has any effect on the situation you describe.

Most importantly includes mark, release, and mapmem
for unloading terminate and stay resident programs.
The veritable standard of TSR maintenance. I have
often advised the users of TSRs to apply mark /
release from tsrcom rather than using the TSRs' own
methods for removing them from the memory because of
the danger of leaving holes and finally crashing the
machine.
